How do I invite a user to a company CRM?

Add the user to the CRM portal then follow the steps below:

Setup
Users and Control > Users
Click the user in question
Click the green 'Reinvite' button in the top right of the user details screen

The user will then receive an invitation email.

They need to click the link and accept the invitation.

NOTE: be sure not to 'sign up' and create a new CRM account, in essence the new user is accepting an invite to join an existing CRM account.
